Escalating housing costs relative to incomes are resulting in increased levels of rental stress, mortgage stress, displacement and homelessness. This trend has led to the City of Kingston, along with many other councils, exploring ways to facilitate an increase in the supply of social and affordable housing within their municipalities.
City of Kingston’s commitment
The City of Kingston has committed to address the need for social and affordable housing by developing a Social and Affordable Housing Policy. The policy meets the Council Plan 2017-21 commitment ‘to work with State Government, the community housing sector and developers to increase the availability of affordable housing’.
What is social and affordable housing?
The term affordable housing refers to housing that is available to very low and low-income households, to rent or own for less than 30 per cent of the household’s income.
Social housing forms part of affordable housing and typically refers to housing that is owned by Victorian Government or a not-for-profit Registered Housing Agency and made available at affordable rents for eligible households. This form of housing generally addresses those households with the highest needs and a range of those households who receive various assistance or support (for example rental assistance).
Housing stress within the City of Kingston
It is estimated within the City of Kingston, based on the 2016 census that:
- 1 in every 12 households are experiencing rental stress;
- 1 in every 2 households experiencing rental stress are single households;
- 6,222 dwellings needed to address overall demand for social and affordable housing.
Social and Affordable Housing Project
Kingston is taking an active approach to understanding housing affordability issues and is committed to facilitating affordable housing outcomes within the municipality, through its Social and Affordable Housing Project.
Stage 1 of the project involves the release of a Discussion Paper (available to download in related documents) which aims to measure the number of households living in housing stress and explore different ways Council can facilitate the delivery of more social and affordable housing dwellings within the municipality.
The Discussion Paper provides some preliminary directions for Stage 2, which will involve the development of a Social and Affordable Housing Policy.
