Council provides an opportunity for the public to submit questions at Council Meetings and for answers to be provided to the questions.
It is a requirement of Council’s Governance Rules that questions to Council Meetings be in writing. Questions may be submitted by:
Submitting an online question form (below) by 12 noon on the day of a Council Meeting; or
Placing a hard copy question form (available on this page) in the Question Box situated in the Council Chamber foyer by 7.30pm on the day of an Council Meeting.
The Chairperson has the discretion to decide that questions may be responded to either verbally at the meeting, or later in writing.
Questions must not:
- relate to a matter beyond or outside the Council’s powers
- be defamatory, indecent, abusive or objectionable
- be repetitive of a question already answered (whether at tonight’s meeting or an earlier one)
- be asked to be derogative to or embarrass a Councillor, a member of Council’s staff or a member of the community
- relate to a matter already considered and resolved upon by Council
The question should be kept as brief and succinct as possible, using the space provided. If your question is unable to fit into the space provided, it would be more appropriately dealt with by way of a letter to Council at PO Box 1000 Mentone 3194 or emailed to email@example.com.
Individual members of the public are permitted to ask a maximum of two questions during any one Public Question Time.
Note: Sub-Rule 39.11 of the Governance Rules provides that no debate on questions asked or answers given is permitted.
The Chairperson will specify a time for dealing with questions lodged. Questions submitted late must be either dealt with at the next Council Meeting or at the discretion of the Chief Executive Officer may be answered in writing.
The questioner should be present for the question to be answered during the meeting. If the questioner is not present, the question will be responded to later in writing. The schedule of Council meetings can be found here.
