The purpose of the Procurement Policy is to:

  • establish a procurement framework to achieve continuous improvement and Value for Money in the timely acquisition of goods, services and works
  • ensure consistency, control and best practice over procurement activities
  • ensure Council resources are used efficiently and effectively to improve the overall quality of life of people in the local community
  • support the achievement of Council’s strategies, aims and objectives as stated in the Council Plan prepared and adopted by Council under section 90 of the Act
  • support collaboration and partnership opportunities, including through Collaborative Procurement Arrangements
  • provide guidance and achieve high standards of probity, transparency, accountability, and risk management; and
  • enhance Council’s ability to obtain the best outcome from purchasing activities, including, but not limited to, considerations of financial outcomes, environmental sustainability, social support and support for the local economy.

Melbourne 2030 presents a strategic planning outlook for Melbourne over the next 30 years. The policies presented in Melbourne 2030 have the potential to drive change in the form, the intensity and location of urban development throughout Melbourne, including land within the Highett study area.

The Fair Access Policy seeks to address known barriers experienced by women, girls, and gender diverse people in accessing and using community sports infrastructure.

The Policy aims to progressively build the capacity and capabilities of Kingston City Council in the identification, and elimination of systemic causes of gender inequality in policy, programs, communications, and delivery of services in relation to community sports infrastructure.

This Parklet Policy has been developed to:

  • Outline the key requirements for businesses to host a Parklet.
  • Describe the technical and safety requirements that must be met in the implementation of each Parklet.
  • Outline an equitable process for the evaluation and selection of businesses to host a Parklet.
  • Enable Council to grant permission for the use of a road for a Parklet under the Local Law, and where an Arterial Road is proposed to be occupied by a Parklet, to grant a sub-licence through the Department of Transport.
  • Support Council’s decision-making process to balance the competing demands for use of on-street car parking spaces for parking, with the demand to use those car parking spaces for private purposes.

This plan aims to ensure Kingston remains a place where people and pets can peacefully and safely co-exist.

The plan will help to:

  • Promote responsible pet ownership by outlining the owners legal responsibilities
  • Highlight the benefits of animal ownership and companionship
  • Outline appropriate animal management techniques
  • Increase public safety by ensuring compliance by owners of declared dangerous and restricted dog breeds
  • Provide for the welfare of cats and dogs
  • Ensure that we fulfil our legislative responsibility

While actions to avoid and reduce emissions remain the focus and first step of Council’s response to the climate and ecological emergency, the offsetting of residual emissions is an important secondary step. 

The Policy plays an important, secondary role in helping Council achieve net zero emissions, by neutralising residual emissions, via long-term carbon sequestration projects.
