Stormwater connection permits
A stormwater connection permit is required before you connect a private drain into a Council drain. Your approved plans will show the legal point of discharge where the private drain can connect to Council's stormwater drain, or kerb and channel. The work must be completed by a licensed plumber and inspected by a Council Field Officer before backfilling.
The permit is subject to the conditions contained in the Stormwater Connection Permit Information Pack(PDF, 1MB) and Road Opening & Reinstatement Guidelines(PDF, 146KB).
If you are unclear on any of the requirements outlined in the relevant documents, please contact Council's Customer Care team on 1300 653 356 for further assistance.
Before you apply
Obtain a Before You Dig Australia report for information on the location of underground assets at the worksite. You should locate and prove utility service assets.
You are responsible for managing public safety and reinstating Council assets. Work in the road reserve may require pedestrian and traffic management.

Book an inspection
Stormwater connections to Council pits and pipe must have a site inspection to ensure that this work is performed to the Council’s standards. The connection must be exposed for Council’s Field Officer to inspect. Backfilled connections will be requested to be exposed, and a site inspection may need to be rebooked.
Stormwater connections to the kerb and channel do not require site inspection if there is an Asset Protection Permit for the site.
To book a site inspection, please ensure:
- You have a valid Stormwater Connection Permit
- The connection is exposed
- The inspection is booked for a morning time slot on a regular business day
- Provide at least two (2) business days' notice, subject to availability. Book earlier to secure your preferred day and time.
