You need to submit amended plans if your planning permit is subject to any conditions. You can’t start work until we have endorsed your amended plans.
Please make sure that your new plans meet all our requirements as we will charge you for any further lodgments.
What are condition 1 plans?
You now have a planning permit, and it may include conditions that require you to submit amended plans and/or reports for endorsement. This is known as ‘condition 1 plans’ or ‘plans to comply’ process.
When a planning permit is issued, it is either:
- approved with endorsed documentation (plans and/or reports that are stamped and approved by Council); or
- subject to changes imposed via conditions in that permit that must be addressed to receive endorsed documentation.
Usually, the first condition of your permit specifies any changes you must make to plans and/or reports to address Council's requirements to obtain endorsed (approved) documentation.
You must not start building works or the use of the land until Council endorses (approves) all plans and documents.
Council will only endorse (approve) changes to plans that the planning permit conditions require. If you need to make other changes to your plans or permit, this will need to be lodged as a formal amendment application and other fees will apply. We recommend that you contact Council’s planning team to discuss how to proceed if you wish to make other changes and also See our page on changing your plans.
Lodge plans for endorsement
Council’s Statutory Planning team prefer to receive correspondence and documents electronically. This helps improve processing times and reduces paper usage, supporting Council’s vision to be a sustainable city.
Before commencing our online lodgment, please make sure that your new plans and/or reports meet all the conditional requirements of the permit as we will charge you for resubmissions.

How much does it cost?
The initial submission of amended plans and/or reports is at no cost.
If your documentation is reviewed by a planning officer and considered unsatisfactory, you will need to resubmit, and this will incur a resubmission fee.
The resubmission fee is set on a sliding scale, as follows:

Next steps after lodgment and how long it takes
A planning officer will assess your submitted plans and/or documents to see if they can be endorsed (approved).
Please note that if all changes have not been included in the amended plans and they do not comply with the permit conditions, Council may reject the application for approval. Any subsequent applications for endorsement of plans and/or documents will incur a fee. It will take on average 30 days for you to receive a decision on your proposed plans. Incorrect plans will take longer to consider. All outstanding fees must be paid before Council endorses any documents.
