A building permit certifies the proposed building work complies with minimum standards and relevant building regulations. You cannot start work without a building permit if one is required.
Do I need a building permit?
You need a building permit before you start almost any building work including:
- external work - extensions, verandas, garages, second storeys etc.
- internal work - windows or walls to be moved or altered
- any new building
- demolition of a building
- changing the use of a building - from warehouse to dwelling
- construction of a fence
- construction of a swimming pool or spa, and associated safety barriers
- minor structures - carports, roller doors, etc.
- the installation or alteration of essential safety measures.

Why do I need a building permit?
Under Victorian law, you must have a permit before any building work begins. Some jobs also need a planning permit before a building permit is issued.
Permits ensure:
- independent review of all building documents
- key stages of the work are inspected
- your building is safe and suitable.

Who issues building permits?
Building permits are issued by private building surveyors. Council does not issue building permits.
You can search for a private building surveyor on the VBA website and apply for a permit through them.
