You need a building permit before you start any building work including:
- external work - extensions, verandas, garages, second storeys etc.
- internal work - windows or walls to be moved or altered
- any new building
- demolition of a building
- changing the use of a building - from warehouse to dwelling
- constructions of a fence
- construction of a swimming pool or spa, and associated safety barriers
- minor structures - carports, roller doors, etc.
- the installation or alteration of essential safety measures.

Talk to an independent building surveyor.
The building surveyor will tell you if you if a permit is required, and will submit your application.

Under Victorian law, you must have a permit before any building work begins (some jobs also need a planning permit before a building permit is issued).

- key stages of the work are inspected
