Beach parking permits

All Kingston residents can enjoy free parking at our beaches if their vehicle has a current beach parking permit.

Please note that permits are valid for cars and motorcycles only and cannot be used on boats, trailers or caravans.

Where you can use your permit

Permits are valid in the following foreshore car parks only and time restrictions still apply:

  • Aspendale – Gnotuk Avenue
  • Bonbeach – Williams Grove
  • Carrum – Stephens Street, Old Post Office Lane
  • Chelsea – Kelvin Grove (also known as Douglas Lane)
  • Chelsea – The Beach Way, Victory Park (The Strand)
  • Mentone – Dixon Street, Mundy Street, Naples Road
  • Mordialloc – Horse Paddock (Bay Street), Peter Scullin Reserve, Mordialloc Life Saving Club, Pier Road
  • Parkdale – Rennison Street, Antibes Street

Permits are not valid in the Governor Road (Chute Street) car park in Mordialloc.

Permit renewal

New beach parking permits are issued every three years and posted with your rates notice if you are an existing ratepayer. If you have elected to receive your rates notices electronically, you will receive your permit separately by post.

Permits are valid for three years, with current ones expiring on 30 September 2025.

Replacement permits and permits for tenants

If you rent in Kingston or if you are a ratepayer who did not receive a permit or need a new permit, please follow the directions below to apply.

Online

Step 1.Check eligibility

Make sure you're eligible for a beach parking permit. Permits are available only for Kingston residents.

You must be able to provide proof of residency (copy of rates notice, licence, lease agreement, statutory declaration or utility bill) if requested.

Step 2.Apply online

Follow the steps in the online form to apply for a new permit or a renewal. The process for renewing is the same as applying for a new permit.

Only one person per household should submit an application.

Permits are not attached to individual vehicles, and you will receive multiple permits once your application is approved.

Step 3.Application review

We will review the application. 

Please allow up to 10 business days for processing.

Step 4.Receive your permit 

Once approved, your permit will be sent to the postal address provided by mail.
