Approval in principle for works on Council properties

Step 1.Prepare

  • Tenant to consult with Council User Coordinator prior to submitting the application.
  • Tenants seeking Council consent for Approvals in Principle must be a current occupant of a Council facility and have an active agreement to be considered eligible to apply. A Tenant with an expired lease is not deemed eligible to apply.
  • Tenant to detail the proposed capital works and complete the Approval in Principle form.
  • A separate Approval in Principle form should be completed for each item.
  • This process can take up to 30 days (provided all required documentation is provided and a planning and building permit is not required).

Step 2.Initial assessment

Council will establish if the works are supported by internal departments and if any planning or building permits are required.

Step 3.Apply

If applicable, the tenant is to apply for relevant permits (refer to step 5 if no permits required).

Step 4.Assessment

Council to assess permit applications (if building or planning permit required).

Step 5.Outcome

  • Council approves or declines permit applications (if building or planning permit required).
  • Council approves or declines the tenant's Approval in Principle (subject to Council support and relevant permit).
  • The approved contractor must be registered on Council’s Rapid Global account. Please notify the contractor that they will be sent an invitation to register if they have not already done so previously. Relevant compliance documentation and a registration fee of $50 to $150 will be required in order to register.
  • Note: Council will not approve the application if the contactor is not registered on Council’s Rapid Global account, a notice of assessment is not completed, all criteria are not met or the Rapid Global registration fee is not paid ($50 to $150).

Step 6.Approval to start work

  • On receipt of an approval letter and relevant permit (if building or planning permit required), the tenant to arrange works with the approved contractor.

Step 7.Completed works

  • Tenant to forward all relevant documentation to their Council User Coordinator, once works have been completed (e.g. Certificate of Electrical Safety, photos of completed works).
  • If applicable, Council to arrange an inspection of the works.
