We are delivering accessible beach pathways along the foreshore to help create more inclusive and accessible public spaces for our community. 

Following a successful trial at Aspendale during the 2025–26 summer period, the project has progressed to Phase Two, with new pathways installed at: 

  • Mentone  
  • Mordialloc  
  • Chelsea 
  • Aspendale (trial site).

Kingston has 13km of coastline stretching from Mentone in the north to Carrum in the south. While existing ramps and promenades provide access to the foreshore, they currently stop at the sand making it difficult for some community members to reach the beach and water. These new pathways extend access further, supporting more people to enjoy Kingston’s coastline.

How do I access the Accessible Beach Wheelchair at Mordialloc with an MLAK key?

The Master Locksmiths Access Key (MLAK) is a universal key that allows people with disability, their carers and family to access locked public facilities, such as accessible toilet facilities called Changing Places and liberty swings, at any time.

The cost of a MLAK is $5. To purchase a key, download and complete the MLAK application form.

Why is this project needed?

While Kingston’s foreshore includes accessible ramps and promenades, this infrastructure stops at the sand. This project helps bridge that gap, enabling more people to access the beach and water ensuring that Kingston’s foreshore is inclusive for all – this is about dignity and inclusion.

  • Mordialloc  
  • Chelsea.

What materials are being used?

The pathways are made from fibre-reinforced plastic grating, selected for durability, accessibility and minimal environmental impact. 

Will more pathways be installed in future?

Council will continue to monitor the performance of the current pathways. Findings from the maintenance and inspection program will help inform future installations along the foreshore.
