We're giving the Chelsea Heights Precinct a major revamp, by revitalising the Thames Promenade Shopping Strip, upgrading Heights Park and installing traffic signals to improve the safety of pedestrians and cyclists who need to cross Thames Promenade and Fourth Avenue in Chelsea Heights.

Thanks to everyone who shared their thoughts during the consultation stage – we’ve used this feedback to refine the plans for the Thames Promenade Shopping Strip(PDF, 458KB) and Heights Park(PDF, 990KB)

Works will be staged, with stage 1 focusing on the Thames Promenade shopping strip and traffic signalisation, before upgrading Heights Park in stage 2.

Stage 1 - Thames Promenade shopping strip

Streetscape

  • Footpath renewal  
  • Landscaping 
  • New street furniture 

Traffic signals

  • Install traffic signals with pedestrian push-button crossings, across Thames Promenade and Fourth Avenue 
  • Remove the informal central pedestrian refuge  
  • Improve the shopping strip car park (maintaining the number of car parks and accessible parking)  
  • Extend the distance of the 40km speed reduction during the school drop-off and pick-up times  
  • Improve lighting at the intersection, and 
  • Provide a separate right-turn lane on east approach (in addition to the through lane).

Stage 2 - Heights Park upgrade

  • A new shelter, picnic facilities and seating
  • Playground relocation and upgrade*
  • A new fence along Thames Promenade
  • Improved lighting and landscaping
  • Upgrades to the existing path network and new path connections

* The flying fox element has been replaced with a trolley trail on the final design plans due to unexpected site conditions that prevent excavation to the required three-metre footing depth. The revised element still provides a similar play experience while addressing site constraints and meeting safety requirements.

Initial works on the playground, shelter, picnic facilities, fencing and landscaping will commence in late April and will take up to 4 months to complete, weather permitting. Upgrades to the existing path network, new path connections and lighting will follow.

Project impacts

Access to Heights Park will be maintained throughout the works, with temporary fencing installed around the construction site for the community’s safety. 

One access point off Thames Promenade and a section of adjoining footpath within Heights Park will be closed for a 1 week period as we upgrade these elements. Signage will be installed onsite, encouraging pedestrians to seek alternative routes through the park or via Wells Road and Chelsea Park Drive.
