Car Parking Strategy

Many Kingston residents are frustrated at the lack of adequate on-site car parking required in new housing developments and the effects on local neighbourhood character, amenity and traffic. Currently multi-unit developments must provide only one car park for every 1-2 bedroom dwelling. Council strongly believes this is inadequate and that greater levels of on-site car parking are required. Unfortunately Victorian Planning laws state these standards cannot be increased ‘unless there is an overwhelming strategic reason’.

The Car Parking Strategy will include a detailed analysis of existing car parking conditions across Kingston – including a parking demand and supply study – in an effort to argue greater controls are needed in key areas.


It will look at key issues including:

  • traffic and congestion
  • neighbourhood character
  • housing affordability
  • permeability and vegetation requirements.
