In just a few short years, Victory Park in Chelsea has been transformed from a blank canvas to a special bayside experience with unique play spaces, accessible boardwalk networks and a sustainable park design.

The impressive upgrade was officially opened by Minister for Community Services Mary Wooldridge and Kingston Mayor John Ronke on Wednesday 22 August 2012.

The final stage of work, totalling $500,000, was completed earlier this year.  The project was designed and funded by Councilwith an $82,000 grant from the State Government and assistance from the Chelsea Community Renewal Project.

“The Chelsea Community Renewal project has been very active and this is due in no small part to the work of the volunteers on the steering committee including Carrum MP Donna Bauer and the strong partnership with the City of Kingston,” said Minister for Community Services Mary Wooldridge.

“This is a positive and exciting project, and a great example of what can happen when communities work with Local and State Government on an initiative that benefits the entire community.
The final stage of work at Chelsea’s Victory Park included:
  • Constructing an accessible and integrated network of boardwalks using a recycled timber product made from used milk containers and wood shavings
  • The elimination of high-erosion beach access ways with new boardwalk beach access ramps
  • Installing new foreshore showers and accessible toilets
  • Creating an accessible beach viewing area with chaise lounges and tables
  • The removal of overhead wires and poles and the installation of energy efficient LED park lights
  • Commissioning a new public art piece, designed and created by by local artist James Cattell, featuring a Port Philip Bay sea dragon
Kingston Mayor John Ronke said Council appreciates the important $82,000 funding contribution from the State Government for this project which has given new life to the area.

“The transformation of Victory Park by Council has been warmly welcomed by the local community and has already received acclaim from the wider community with Victory Park taking out two awards at Keep Australia Beautiful Victoria’s 2012 Clean Beaches Awards for accessibility and environmental sustainability,” Cr Ronke said.

Victory Park received the Pam Keating Environmental Sustainability Award for its water and energy efficient design, as well as the Friendly Beach Award for the two major upgrades carried out over the past few years.

Victory Park is located at Camp Street, Chelsea.
