CEO & General Managers

Our Chief Executive Officer (CEO) John Nevins heads a large corporate structure of 1,450 staff that work across a broad range of roles to support Council and deliver our services in the community.

The City of Kingston’s Organisational Structure is made up of four divisions:

Community Sustainability, Corporate Services, Sustainable Planning and Development, and City Assets and Environment.

Each division is led by a General Manager who reports to the Chief Executive Officer (CEO). The CEO is directly accountable to the Mayor and Councillors who are elected by Kingston residents.

John Nevins has been Chief Executive Officer at the City of Kingston since May 2005. Before joining Kingston, John spent the previous 10 years working in Local Government in metropolitan Melbourne. Prior to entering Local Government, John’s experience included senior management and leadership roles over seven years in the Public Transport Corporation and 12 years in the Victorian Public Service. In his role as CEO with Kingston, John is responsible for the overall management and performance of all Council operations and service delivery and organisational support for the elected Council.

Mauro Bolin

Mauro has over 28 years experience with Local Government prior to joining the City of Kingston in February 2009. Previously, Mauro held numerous positions at the City of Boroondara, including Acting Director, Strategic Development and Manager, Health & Aged Services, with responsibility for planning, developing and delivering a range of services in response to community need and government policies.

Daniel Freer

General Manager, City Assets and Environment
Master of Management (Strategic Foresight), Master of Business Administration and Bachelor of Arts (Recreation)

Daniel joined the City of Kingston in 2015.  Previously Daniel was Director Culture, Leisure and Works and Director City Design and Environment at the City of Darebin. Having also worked at the Cities of Stonnington, Boroondara and Mornington Peninsula Shire Daniel has broad experience in engaging with a wide range of communities with responsibility for project management, construction, strategy, policy and service development.

Paul Franklin

General Manager, Corporate Services
Bachelor of Business (Accounting), CPA, AAICD, AAMC and Fellow LGPro

Paul was appointed General Manager Corporate Services at the City of Kingston in July 2003 after working as Finance Manager since July 1995. Prior to joining Kingston, Paul was Manager, Treasury and Commercial Activities at RMIT University for two years after 14 years with the State Electricity Commission working in a range of finance and audit roles. He is currently Vice President of the Victorian Association of Local Government Finance Professionals. The role also encompasses executive support for Council’s Audit Committee.

Jonathan Guttmann

General Manager, Planning & Development
Bachelor of Applied Science (Urban Policy and Planning)

Jonathan was appointed as the General Manager Planning and Development in June 2015. Prior to this Jonathan has held a range of leadership roles across the planning and development functions of the City of Kingston since joining the organisation in 1995. These roles have involved leading the formulation of many of the strategies that have and will continue to influence the future direction of the City.
